Invitation for Request for Proposals

Reference is made to the Ministry’s advertisement no (IUL)101-EP/1/2012/61 dated 31 May 2012 inviting submission of proposals to develop a “National economic diversification framework and strategy papers” under the EIF Tier 1 project. At the close of the deadline of the first round, sufficient numbers of proposals were not received and the Ministry intends to cancel all the bids received and invite interested parties to submit proposals under the second round of call for proposals.

The objective of the above consultancy is to develop a “National economic diversification framework and strategy papers”, to aid the government’s policy actions to diversify the country’s economic base and create new employment opportunities for Maldivians, particularly youth, women and locals residing in the outer atolls.

Under the consultancy service, the government seeks the services of a consultant to formulate a national economic diversification framework document and related strategy papers to aid future economic growth in the Maldives in a balanced, inclusive, integrated and sustainable manner.

The key functionary of the above selected consultancy is to carry out the tasks outlined in the detailed TOR with guidance and direction from the Ministry of Economic Development. The detail TOR is downloadable from the Ministry of Economic Development website: www.trade.gov.mv.  The TOR provides the scope of work, deliverables and the eligibility criteria for the consultancy service.

Ministry of Economic Development, for the second time, now invites interested eligible Maldivian parties to submit technical and financial proposals in the prescribed format as outline in the TOR. The formats for technical and financial proposals are downloadable from the Ministry of Economic Development website www.trade.gov.mv.

Interested parties must demonstrate that they are qualified to perform the services (description of similar assignments, experience in similar conditions, and appropriate skills, etc.)

A consultant will be selected based on the evaluation criteria outlined in the TOR.

Bid submission and receiving:

Deadline: At 14:00hrs on 1 July 2012

Preparation of Technical and Financial Proposal: Both Technical and Financial Proposal shall be prepared as per the formats in the Ministry’s website. Each proposal must be submitted in a separate sealed envelope and addressed to the address given below. Each sealed envelope must be appropriately labeled to indicate the name of the consultancy, the type of proposal and the name of the applicant.

Proposals received after the deadline and those submitted in contrary to the instructions given above will not be accepted by the Ministry.
